INTRODUCTION — One good way to make it harder for Wal-Mart to enter a town is through local ordinances that put some sort of restriction on large retail stores. For example, requiring independent traffic studies, economic studies, wage standards, impact studies, and size restrictions could all have an impact on where Wal-Mart locates.
